JOHNSON CITY, N.Y. -- You may have seen a big orange balloon floating above Johnson City on Tuesday. That’s because one company was testing the visual impacts of a proposed cell tower.

Capital Telecom submitted an application to the Village of Johnson City. This is because they are looking to build a communications tower that would be 120 feet tall, along Reynolds Road, behind the Warehouse Carpet Outlets store.

The goal is to provide better wireless telephone coverage through AT&T, in and around the village near the Oakdale Mall.

In December, the village board turned down a land lease agreement with AT&T. However, Johnson City's mayor says this situation is different because it’s on private land.

Johnson City Mayor Greg Deemie said, "There was so much controversy over that one, AT&T. We asked them to look elsewhere, if they could find something else, and they did, and this is where. They figured it’d be less controversial."
