NEW YORK STATE -- More than a month later, crews are still cleaning up after the damage left behind by Superstorm Sandy. But critics say they have been warning about the damage a superstorm like this could do to the state for over 30 years.

Since 1978, the state Disaster Preparedness Commission has been required to meet twice a year to create and update disaster plans. Reports released by the commission in 2005, 2006 and 2010 warned that a storm like Sandy was definitely coming and the state needed to prepare accordingly.

Many of the problems encountered during Sandy, including gas shortages, lack of temporary housing and flooded commuter tunnels, were predicted by the commission. However, there have been long gaps in their meetings over the years and several vacancies on the commission, perhaps limiting its credibility.
